What steps will reproduce the problem?
1. Add password with Tags
2. Add another password with the same tags
3. you have to type tagnames exactly as defined before to match

What version of the product are you using?
trunk @124

It would be very helpful to support the tag selection of existing tags, without 
disabling entering new tags. For example with a "picklist" like on the group or 
user dialog.

I'd especially like this feature, would be so handy to just select an existing 
tag from a dropdown.
