reader tools should return uniXXXX for values without a name. #87

Not sure this is always a good option. But it would be useful for CJK ranges.

In u2n if there is no name in the list, and the value is in the ideograph ranges, return a uniXXXX formatted name.
In n2u if there is no name in the list, and the name starts with uni, then try to read it as a hex value. Return None if it fails.

Are there other ranges where this would be useful? It would have to be ranges that would never get a proper name, not ranges that are not supported at the moment.
