Merge testCommon and test options #292

[x] Add the skip options to test/common.js, with defaults
[x] Attach test/common function to test suite, so you can do suite.common({})
[x] Remove the lowercase aliases of setUp and tearDown (I still prefer lowercase but we should either rename everything or leave as-is):
