As a DFSP I want the ilp-service to write logs to a forensic logging interface and shutdown if this fails.

Depends on the forensic logging sidecar mock

• [ ] Logged data should be minimal data for forensic logging:
  • Message for each important change in payment/transfer state
  • One log line for startup or shutdown
• [ ] If writing to the forensic log fails, shut down rather than continue to process payments off the record
• Applies to:
  • [ ] SPSP Server
  • [ ] SPSP Client Proxy
  • [ ] Connector (probably actually the wrapper?)
  • Maybe others?

As discussed in the PI, the ilp-connector will not implement forensic logging but the ilp-service should.
