Setting up basic routing and navigation for all pages in the app
Wireframe: One of "NEEDED" or "ATTACHED". If wireframe is available then it will be attached.
Software Functionality:
As a user I should be able to navigate from page within the app using the navigation bar
(Only navigation bar routing is within the scope of this issue!!!)
Data button should be renamed to Current Elections and it should be a dropdown with two links.
