Description

The "Updated!" badges was originally added to the Rules Modal to prompt the user to notice changes to the rules. Since these changes have been in effect for some time, they can be removed.

ACs:

The "Updated!" badges no longer appear on the rules modal.
Unit tests are updated so that they pass.
