Expand edit individual user page #29

Expand it so it is good for multiple users if rights are high enough, and that it is able to create new users if in the mode for it.

Not quite sure what This means right now, I will have to look at this in more depth in a bit.

I think it means make it so that if I'm an admin I can edit someone else's profile, but the code looks like it can already do that.. I might already have this done.
