Implement filament runout detection sensor #22

Problem

Currently there is no way to detect filament feed problems.

Solution

Filament runout sensors are commonplace, and new optoelectronic versions are more versatile & capable than simple switch-based sensors. Considering how expensive the feed failures have been with Ultem and other high tech polymers this is an essential workflow upgrade.
