I am unsure what format to use for the multi-part non-ascii representing characters

May shed a light on this.

Ideally we'll pull in any encoding from a third-party library and make an interface so in future we're not coupled

This is only related to mails, for what i know, there is no "encoding" in multipart form data (which is, in fact, an encoding)
