For the explicit reference I copied the line from fsharpbinding's fsproj file, but I don't have a Windows machine to test whether it works. Under Linux, MonoDevelop complains that the assembly is "not available for Mono / .NET 4.0 (in Mono 3.0.12)" but I imagine that's a Mono problem; it compiles fine regardless. A couple of problems on Windows
The FSharpRefector.fsproj needs an explicit reference to FSharp.Core 4.3.0.0 to disambiguate what version of F# is being used. Fixing on 4.3.0.0 is right for now.
