Rewrite EVERY SINGLE command to use the new library #18

Might as well optimise them all while you're there.

5d175ca... Started working on the big rewrite. 6dae4f3... Still rewriting commands. ef2ab4b... Did some work on the tube. 021b4d5... Finished rewriting all the commands in sv_commands e275578... Made the vehicles plugin use the new commands All commands have now been converted. 27f75f3... BRANCH COLLISION TRAINWRECK!!

The error was fixed in e605e050d419ce6167882e9e04aae9bcd574d3d7. Any further problems warrant their own issues.
