The "Edit Laws" system is a bit fiddly #23

Matt G The button sometimes doesn' show. No pattern found for this failure.

Lexi Should be fixed in commit 106f6efbeb5b0578b37af39c55501bc94f3e1f97. The laws will reload every time the client changes teams, so it should notice when you become mayor.

I'm fairly sure the problem was due to the menu not doing this.

Lexi The showing up is fixed, but now it does not do anything if you click it, don't make any changes, click save and then click it again.

Lexi Also, people can make big headings by wrapping their text with "[" and "0]", which they shouldn't be able to.

Lexi 1663e1fcec2bd52f4ff06588e89200faf398c4fa... Made the edit laws button clickable after clicking save without changing anything.
