The initial version of applicability in v1.5.0-alpha makes sections applicable by default, but that is inconsistent with how laws are typically written, which is that they explicitly include applicability instead of implicitly excluding it. It would make more sense to leave applicability uncertain, by just removing the presumption from the library (which may allows us to remove the library entirely).
