Scenario Editor CSS Issues #503

In v1.6.2-alpha, the scenario editor seems to not take the whole width of the main column. When the leftbar is collapsed, the footer moves beside it.

There is also some inconsistency between how the facts pane and the other panes are displayed and perhaps sized.

The footer issue is permanent, it's just visible with the sidebar is collapsed.
