Tests that work in Test Editor do not work in Scenario Editor #522

immunization_test_2.txt If you load that file in v1.6.6-alpha, the recommended doses test works in test editor if you create a person bob born on the first day of 2000, but if you create the same fact scenario in scenario editor you get nothing.

This was a problem with the new JSON->s(CASP) conversion, which was not converting from ISO formats. It was also an issue with how pre-existing data would not match the expected format. Resolved in 1.6.7-alpha
