Selecting anything beyond visible screen locks mouse from letting go #262

I use a pen tablet to do my sprite work, and whenever I use the Marquee Tool 
with it beyond the visible screen (by this, I mean if I want to do a LARGE 
selection of anything outside of what's visible in the current screen), it will 
lock the mouse and will never let go of it.  It locks it in place of whichever 
direction I was selecting and I'm afraid my file may be in danger of getting 
erased (I didn't save it yet).  This is a big glaring problem and should be 
remedied.
