Lock view of Mini-Editor if image fits in current window size. #328

What do you need to do?
If I re-size the Mini-Editor window to fit the entire sprite, The window will 
not move whenever I pan the image around. (See video)

How would you like to do it?
Lock both X and/or Y if they fit in the mini editor (See video)
