Can't change the layer order

What steps will reproduce the problem?
1. Open the layer view
2. Create a few new layers
3. Drag the layers up or down to change their order

What is the expected output? What do you see instead?

Instead of re-ordering, you select layers

What version of the product are you using? On what operating system?

0.9.6b3, win xp sp3

location where aseprite.exe is.*
