Sorting/arranging Layers #423

What do you need to do?

Be able to re-arrange layers. Move layer A above layer B, or layer C below 
layer B. 

How would you like to do it?

Click and drag, or arrow keys, since neither seem to do anything with layers.

You can drag and drop layers and frames as it is explained here:
