The graduate year is not allowed to be a past year #8

Steps to reproduce: type edit 3 y/06/2002 into the text box.

Expected: The command should be executed.

Actual: The software rejects this command because it only accepts graduate time after 01/2020 It is not a big issue but it seems that allowing past year is better for user.

Our application is to hire for interns currently in university and are looking for internships. We feel that the 01/2020 cut off is reasonable to accommodate people who are seeking internship opportunities past the last semester in university.
