Enable the International button (Globe) for Secure Text entries #2

What steps will reproduce the problem?
1. Click on a secure text field (password field).
2. Observe that the International button is disabled in most time.

What is the expected output? What do you see instead?

The International button should be enabled regardless of security of the
text field.

Please use labels and text to provide additional information.

If the International button is not available, all iKeyEx keyboards cannot
be used on that field. In particular, you cannot use ℏClipboard to paste
saved passwords.

Probably fixed in r80 accidentally. If someone can compile iKeyEx please 
verify...
