When a project is reopened:

if it is a milestone project, reopen the milestone
- what happens when an issue is in a milestone that closes, added to a new milestone, and then the old milestone is reopened?
if it is not a milestone, create project label with matching name and add that label to all of the project card's parent objects in the project

hook project action reopened

Getting all of the parent objects (issues / pull requests) that have project cards in a project isn't as straightforward as I thought it'd be
