The spec needs clearing and consistent language

Solution

Cleanup and renaming of the Messages (Now Announcements) section of the spec

Change summary:

Messages -> Announcements
Split up the Announcement Types
Move most of the Graph spec into the Announcement Type Graph Change
New Graph spec content
Messages/Ordering -> Announcements/Overview sub section
New Identifiers section
