This seems like multiple stories, and "I want to know how" requests read like documentation requests, while "I want to know when a new announcement occurs in real time" sounds like a feature request for a pub/sub endpoint. [Edit] So my request is that we get some clarity on what this issue is actually asking for, and probably to split it into multiple issues.
