DIP-226 Add Public Key Announcement #229

Problem

DSNP users need to be able to announce public keys per DIP #226.

Solution

This PR defines a Public Key Announcement and adds it to the documentation.

Change summary:

[ ] New Types/PublicKey.md page
[ ] Added to SUMMARY.md
[ ] Added to announcement type table in Announcements.md
[ ] Added to pending spec changes list

Steps to Verify:

Generate documentation (npm run build) and review for content and presentation.
