Sometimes, guests leave their printed passes next to the computer they were just using, and they hadn't used up the time allotted on the pass completely. Other people, including those who may not be able to obtain passes per library policy, are able to log back in with these pass credentials and get the 'free' time.

There should be an option in Settings -> Guest Passes to toggle whether logging out zeroes out any remaining time on the pass. The default state would be 'false' to ensure backwards compatibility.
