This PR adds API for handling of pending (accepted, but not published) stdlib changes into #15.

[x] list pending changes
[x] delay changes for a future release
[x] edit changelog comment for a pending change
[x] delete a pending change (as stdlib admin) (unnecessary - just delay to infinity)
