Return bills by subject term & policy area #130

Update the API to return bills associated with a given list of policy areas and/or subject terms. Additionally, create an API endpoint to return the latest set of policy areas & subject terms, ideally with associations to any historical variants of a given policy area or subject term for easy traceback for previous bills (similar to what is proposed in this issue).

Thanks for the suggestion. We'll investigate adding these features.

would be great to also be able to pull up roll calls on bills since ProPublica will be shutting down and this feature will no longer be available with them.
