docs(DailyCongressionalRecordEndpoint.md): fix indention, typos, incorrect or missing props

Fixed a few issues in this doc:

• Markdown indention was broken or inaccurate.
• Tag capitalization was inaccurate e.g. <UpdateDate> -> <updateDate>
• Typos
• Incorrect props removed. e.g. <part> does not get returned in the <text> items.
• Missing props added. e.g. <issueDate>
• Missing wrappers added. e.g. <item> in <sectionArticles>

Hi @ryparker - yes, this can be in the response. Occasionally, the Congressional Record will have 2 or more parts. Here is a recent example in the API: https://api.congress.gov/v3/daily-congressional-record/170/51?api_key=INSERT_KEY
