Bagger info panel unordered after saving

When saving a new bag that is using a profile template that preserves ordering, then the bag is saved the ordering changes.

To recreate:

• create new bag
• select profile that should be ordered
• add file to payload so the bag can be saved
• save bag to some location
• notice the order of the key value pairs in the bag info panel has changed.
