Attempt to clarify whitespace in bag-info.txt #20

The more liberal <1.0 format is not part of this spec, and only mentioned as a SHOULD further down.

Note that this still allows space WITHIN the label (but not start or end). Example:

Valid bag-info.txt:

Long Description Label: And even
  longer description value

Invalid (in 1.0) bag-info.txt:

Can't end with space : Can we?

Also invalid:

 Cantstartwithspace: even on first line

I would be happy for Label not to permit whitespace at all, but the original 1.0 text said it could be used..

I just don't want to end up with "Payload-Oxum " as a permitted (custom) label, that is begging for trouble.

I also wanted labels to not have whitespace but was told the original purpose of this file was for human readability and that labels should be allowed to have whitespace. Hopefully Payload-Oxum will be moving for BagIt 2.0 and thus get rid of it from bag-info.txt
