first cut at bagit 2.0 spec

This is my rough draft of the 2.0 spec that we have talked about in the past. The main items are:

• moving payload-oxum to bagit.txt
• deprecating fetch.txt (but not removing it)
• changing structure of bag tag files to be under .bagit directory and not moving payload files under data directory
