Update thebag-info.txt to meet the routine acquisitions needs in DCM. These include the following fields:

bag_id
LC-Bag-Id
LC-Project
LCCN-Permalink
License-Information
Content-Access
Content-Custodian
Work-Requestor
External-Indentifier

In addition to the bag-info.txt fields added as discussed yesterday, the folder structure inside of the payload has changed to reflect the requirements for feeding back into www.loc.gov.
