This part was probably contributed by a Mac user, it is OS dependent design and behavior I think. It is hard to write documentation for platform independent software, especially in free open source communities and multi author collaboration. So I can't say without investigation what's the commonly used OS in documentation, or how's the user spreading in OS. Any ideas?
Hi, I use Libre Cad because I wanted to use a CAD software that isn't pirated or the licenses that I don't deserve. And libre is my favourite and most used opensource freeware. However I would like to point out that most documentation is done in windows and even Mac has an 'x' on it when you hower over the dot.

in the documentation, in the section application menu - Main menu in the line: "Clicking and dragging the dashed line allows the menu to be “torn off” and moved to another location anywhere on-screen. Clicking the dot on the upper right corner of the floating menu closes it." There is an 'x' instead of a dot. And the way the "torn off" is carried out is by click only on the dash line and doesn't support click and drag.
