when I remove the ADSK_XREC_LAYER_RECONCILED xdic attached it works fine. (ie. layerevalctl is set to 0)

however with example_2000 there are also several layers with those XDICs (for layernotify) and they do work fine. but ACAD_LAYERFILTERS and ACLYDICTIONARY xdics, only ACAD_LAYERSTATES. removing ACAD_LAYERFILTERS and ACLYDICTIONARY xdics does not help
