[RFE] Migrate from libpcre3 8.45 to pcre2 10.40

Migrate away from pcre.3 to pcre2

The following packages use PCRE

  • ~this is C++ and there was no pcrecpp library available for pcre2~
  • pcre2cpp is now removed. Only waiting on pcre to be removed https://github.com/xbmc/xbmc/pull/24128
  • Can/should we use the internal (bundled) pcre?

Disabled in package.mk

• systemd (uses pcre2)
• swig - pcre is declared as --with-pcre-prefix then --without-pcre
  • fixed PKG_CONFIGURE_OPTS, was not using PCRE
  • toolchain/bin/swig -pcreversion — PCRE not used
  • Point of note: the version in use (4.1) has been updated to use PCRE2 instead of PCRE

pcre has been migrated away from apart from the use by Kodi. So continue to include pcre for the support of Kodi. There is remaining use of pcre in review the discussions in https://github.com/xbmc/xbmc/pull/24128
