B) Issue Title: Language inconsistency in the French Version of LibreHealth EHR where user can still find some drop down menu items in English.

C) Bug Report Date: Thursday, 28th February 2019.

D) Site Affected: Documentation Site and NHANES

E) OS/ Browser used: Chrome on Ubuntu 16.04

F) Which Workflow module in LHEHR: QA Measures

G) Steps to Reproduce the Bug:

  1. Fill in the Username and Pass Phrase to the LibreHealth EHR platform and choose to sign in with French (Standard) chosen as Language option.
  2. Move on to the QA Measures menu item and everything will be in English instead of French including the drop down menus.

H) At point of the bug, the Expected Behavior: The expected behavior was to have the QA Measures menu item in French including its drop down menus.

I) Details of What Actually Happened: Logged in as a French user the language used in the QA Measures options were in English while the others were in French.

K) Estimation of The Bug Severity: Module function continues with workaround (Major).

L) Workaround: User can continue workflow by doing some research on the meanings of the menu items in French that is, user can translate the menu items. Below are the correct translations. QA Measures => Mesures QA View Reports => Visualiser les Rapports Create MIPS Report => créer des Rapports MIPS Select Measure => sélectionner des mesures Delete Old Reports => Supprimer les Ancien Rapports Provider Encounter Counts => Compte des rencontres des fournisseurs XML Editor => éditeur XML Alerts Log => Journal des alerts

Yes, but the QA measures are an american thing only. BIG ISSUE: Translations stuff is totally mismanaged. Fault is in the original implementation from OpenEMR, and requires basically every bit of text echo re-written. Reference #1405 You can check the Administration/Other/LANGUAGE tool to see if constants can be updated there, but the basis for the language editor in the system is totally broken. Translations will never really be good anywhere. Adding xlt(function) wrappers on stuff for the QA module is useless at this second, because that module is 2 years out of date. I will publish this year's version very soon, and it needs to be an optional item in globals/menu.
