https://www.adminer.org/ - this seems like a decent option to phpmyadmin. It has virtually all the same functions except the fancy search.
It could be forked and modified to use the sites/sqlconf.php data and then compiled as a single php file to be included in the release repo.
It can also be installed separately in it's own path and used across site databases (as with phpMyAdmin)
It's actively being supported, and has a large selection of CSS style sheets.
