Specify assembly type of packages
Specify pad functions
Add package outline polygon to packages
Approve "no 3D model" warning in packages without 3D model
Approve "no parts" warning in devices since they are generic
Bump versions

Renamed the identifier outline to body to not confuse with the new package outlines layer, thus lots of changes in the cache file.
