Resourse Load doesn't work with tasks without worker assignement

Steps to reproduce:

• login as admin user
• create new Project
• create new Task
• create Worker with Type Normal resource
• do not assign worker to any tasks
• navigate to your project
• open Resources Load page

Actual result:

Excepted result:

• Resource Load page should be displayed properly
