Fix problems cased by #332
Handle cases where node (site) is a child node of a PtMP AP
Handle cases where AP bandwidth reported by UISP is impossibly low
Add csvToNetworkJSON.py. Simply copy manualNetwork.template.csv to manualNetwork.csv and run sudo python3 csvToNetworkJSON.py
