Correct AirMax and LTU Capacities #364

Airmax:

If device uses fixed frame, its capacity is the UISP reported capacity X its download/upload ratio.
If device uses flexible frame, its capacity is the UISP reported capacity X airMax_capacity (defined in ispConfig.py)

LTU:

Device capacity is the UISP reported capacity X ltu_capacity (defined in ispConfig.py)

Also, fixed Sites branched off PtMP APs.
