Feature primary translators more prominently #205

The current translator credit is a list of people who have contributed translations to the currently active language. This is appropriate for people who have translated a few strings here and there.

There is a subset of translators who have contributed the vast majority of strings for a language and continue to do so on an ongoing basis -- "Translation maintainers", if you will. They deserve more credit (shown regardless of which language is being used on the device) and might want their contact info included.

As a temporary solution, we could maintain this list as a wiki page, TRANSLATING.md or in this issue, and link there from the app.

I changed weblate so that translations go to the translations branch, which I can manually merge before a release; this should make it much easier for me to tell what has changed.

I'm mentioning that here because in doing so I had to trawl through the weblate docs, and I found that there are some tools for giving specific people more permissions: https://docs.weblate.org/en/latest/workflows.html#dedicated-reviewers. There's also some amount of stats which weblate is able to provide, optionally in a custom format (unfortunately I already closed the tab for this page).

So there's some possibility of using Weblate to generate the credit (and changelog!) information, which would make it much easier for me to keep a translation credits page up to date. Of course, it still needs to be built, too.
