Keep low brightness level when pausing the filter for secure apps #208

It would be a good thing if, when automatically pausing the filter for secure apps, only the filter was paused and the brightness level was kept to the minimum if the "Lower brightness" option was checked, to prevent suddenly flashing user eyes with the previous brightness level (probably maximum).

I'm pretty deep in work for the semester right now so I'm not sure when I will have time to do this. That said, it's been bothering me, too, so maybe sooner than later.

Reminder for myself: when doing this (likely in about 3 weeks), also fix the bug where setting intensity and dim to 0 will restore the brightness even if the filter is on.
