use a reliability score (or something similar) instead of first come first served for team creation. the team mods have collected some ideas in a google doc, contact them if you are interested in implementing this and want access.
the reason we want first come first served to go away is that it actually creates a lot of problems for us (delaying announcements; weird situation where we ask people not to talk about us on social media; impossibility to plan ahead), and doesn't make too much sense with respect to fairness (it's not your fault when you're not able to sign up on short notice between seasons).
here's a roadmap i think would make sense, so people could get used to it:
implement a score for testing and refine it using simulations.
add a way that everyone can see their quantile (e.g.: "your reliability score is higher than that of 70% of players this season"), but not that of others. i would never show the actual score, always the quantiles only – i think that will lead to less confusion.
tell people about the score, wait for a couple of weeks/a season.
implement any comments that make sense, go back to (3) if necessary.
document what helps the score and what hurts it, show it somewhere easy to find.
announce that next season, the score will put people on teams/alts.
