GTEx hippo: process data #13

Process FASTQ files and add the recount GTEx metadata to the RSE objects

I incorrectly assumed that it was run on a strand-specific protocol. It's re-running without that option right now.

Sample 72 (SRR1476407) failed on the hisat2 step, so I'm re-running it (and all the steps downstream of it).

Sample 7 (SRR1334440) failed on the feature counts step, which lead step 7 to fail. Should be done later today.
