feat: move rule ignore logic to core #11

The rule ignore file parsing and logic should be moved to the core project so that the same rules apply when working in VSCode or with the CLI.

This has no been completed, even though I am not planning to support any feature to ignore results in the VSCode application since its aimed to be a dashboard.
