Deploy App/Develop branch to Heroku #40

To be able to have a common application environment for testing/design of collated site features on the develop branch.

In Progress: The code was completed but Heroku still needs to be set up. See #41 for more info.

@LightningGuard deployed app on Heroku (he had to do it because he's the repo owner) and our dev branch is now accessible at https://syllabus-tool.herokuapp.com/
