Create lang.ini Arabic Language #15

Hi LightningMode

I have added a lang.ini file for the Arabic language

Unfortunately, Itemzflow doesn't work with Arabic as it doesn't have support for text rendering because of a lack of harfbuzz, Ill close this pull request because of that reason but if you want to implement harfbuzz into itemzflow which is open source (https://github.com/LightningMods/Itemzflow) you can then reopen this commit but until someone implements harfbuzz into itemzflow it wont support rendering Arabic
