chore: reenable register programs siger check

seems like a failed experiment.

Changes:

• enabled signer check for program_to_be_registered again

Note:

• this is a pain because we don't want to hardcode program keypairs for mainnet deployment
• it increases cli build time because we are rebuilding the programs
• we should reduce build time by for example adding specific build scripts and removing hasher.rs from the mono repo
